▪ Date / Venue: April 21, 2025 (Mon) 15:00–16:00 / Main Conference Room, 19th Floor, Government Complex Seoul

▪ Participants: Director General for AML Policy and Operations of the FIU (Chair), associations of banking, financial investment, life insurance, non-life insurance, credit finance, fintech, online investment and lending, lending business, and casinos; central associations of savings banks, NongHyup, Suhyup, credit unions, forestry cooperatives, Saemaeul Geumgo; DAXA, and executives from a total of 16 related agencies

[ Key Discussion Topics ]

The FIU operates this council to discuss matters for the effective implementation of AML policies and to address industry challenges, as AML obligations are imposed not only on financial institutions such as banks but also on approximately 9,000 entities including casinos and virtual asset service providers.

This council meeting was held to enhance consistency in AML capabilities across sectors by sharing:
❶ the implementation preparedness status for the revised AML Business Regulations (hereinafter the “Revised Regulations,” effective May 13) reviewed by each related agency, and
❷ the latest AML issues by sector.

Related agencies stated that, in preparation for the enforcement of the Revised Regulations, they are establishing relevant rules and procedures to submit AML “policies and procedures” to their boards of directors. They also announced that they are proceeding without disruption to appoint AML reporting officers in compliance with the minimum rank requirements specified in the Revised Regulations.

In addition, related agencies shared the latest suspicious transaction trends identified through the “Suspicious Transaction Trends Information Sharing Consultative Body.” Specifically, they explained the characteristics and abnormal transaction patterns of suspicious transactions involving mule accounts, virtual assets, and virtual accounts, and also discussed typologies related to livelihood-related crimes such as investment scam groups and insurance fraud. Each agency stated that it will promptly disseminate the suspicious transaction typologies shared at this council to its respective sector to ensure that AML obligations are thoroughly implemented across all sectors.

Lastly, the FIU explained the detailed contents related to the “2025 AML Education Operation Plan” (announced on March 7) and informed that it will conduct a survey on the status of AML education within the year.

Director General Yoon Young-eun for AML Policy and Operations emphasized that, following the enforcement of the Revised Regulations on May 13, AML-related rules that had previously been approved by the CEO will be elevated to matters requiring board approval, thereby reorganizing the AML management and supervisory framework. He urged companies to strengthen enterprise-wide AML capabilities in consideration of the intent of the Revised Regulations. He also stated that the FIU will actively promote the expansion of substantive AML training programs to support this effort.
