Establishment of the 2025 AML Inspection Plan for Delegated Inspection Authorities
Intensive inspections to be conducted on vulnerable AML sectors and high-risk institutions
➊ Strengthening AML responses to crimes affecting the public
➋ Timely 대응 to emerging money laundering methods arising from the expansion of digital financial transactions
➌ Enhancing supervisory and inspection capabilities and ensuring consistency across sectors
The Korea Financial Intelligence Unit (hereinafter referred to as the “FIU”) held the “AML (Anti-Money Laundering) Delegated Inspection Authorities Consultative Meeting” on March 5 (Wed), chaired by FIU Director Park Kwang, and discussed the inspection plans of each institution in accordance with the “2025 Supervisory and Inspection Operational Direction (announced on December 20, 2024).”
※ Overview of the AML Delegated Inspection Authorities Consultative Meeting
· Operated to ensure consistency in AML inspection tasks delegated to 11 institutions, including the Financial Supervisory Service, Ministry of the Interior and Safety, and mutual financial central associations, and to promptly share key money laundering risk factors
· Convened and operated twice a year under the chairmanship of the FIU Director of the Financial Services Commission, discussing annual inspection performance, inspection plans, and key inspection priorities
[ Remarks by the FIU Director ]
Director Park Kwang emphasized in his opening remarks that the AML system serves as a safeguard protecting social trust and transparency by preventing the circulation and concealment of criminal proceeds. He noted that if the AML system does not function properly, crimes affecting the public, such as voice phishing and drug-related crimes, which threaten vulnerable groups, may spread more rapidly and covertly.
In particular, he referred to a recent case in which criminal funds amounting to trillions of won were circulated through the misuse of virtual accounts, and expressed concerns about the possibility of a “balloon effect” of money laundering shifting toward AML-vulnerable sectors or institutions.
Director Park stressed the importance for financial institutions, etc. to promptly reflect money laundering risks arising from new financial products or services utilizing digital technologies into their AML systems. He also requested that delegated inspection authorities thoroughly examine the adequacy and sufficiency of AML systems during inspections and impose strict sanctions where necessary. The FIU also stated that it will continue to make various efforts, such as supporting inspection personnel and expanding training opportunities, to strengthen the inspection capabilities of delegated authorities and enhance the consistency of enforcement levels.
[ Key Discussion Points ]
(1) Strengthening 대응 to crimes affecting the public
The FIU announced that it will establish and operate a “Joint AML Response Taskforce for Public Harm Crimes” (launched in February 2025) together with the Financial Supervisory Service and financial institutions in order to respond to new money laundering methods, such as misuse of virtual accounts and simplified remittance transactions arising from the digitalization of financial transactions, and to proactively identify and improve AML vulnerabilities.
The taskforce will be held on a bi-monthly basis, and plans to analyze suspicious transaction typologies related to crimes that undermine social order, such as voice phishing targeting vulnerable groups, multi-level fraud, gambling, and drug-related crimes, and to disseminate relevant cautions and guidance to the industry.
Inspection issues and target sectors will be selected by comprehensively considering factors such as exposure to crime, media reports, and industry requests, and new types of money laundering methods, such as misuse of virtual accounts and simplified remittance transactions, will also be actively reviewed.
(2) Annual inspection operational plans by institution: Intensive inspections on vulnerable sectors and high-risk institutions
Subsequently, each delegated inspection authority presented its major inspection performance in 2024, as well as its AML inspection plans and key inspection priorities for 2025.
The Financial Supervisory Service has been strengthening inspections of financial institutions that have not undergone AML inspections for a long period by conducting specialized inspections on certain credit card companies and securities firms in 2024. In 2025, inspections will be conducted focusing on (1) institutions with inadequate management status based on the results of the FIU’s system implementation assessment*, and (2) sectors where vulnerabilities have been identified through the “Joint AML Response Taskforce for Public Harm Crimes.” In addition, it was announced that inspections will be strengthened to assess whether appropriate coordination is in place between consumer protection and AML departments (e.g., utilization of fraud account information in AML operations) in order to enhance the ability of financial institutions to respond to crimes affecting the public.
The Korea Customs Service conducted comprehensive inspections on 77 entities in 2024, including habitual high-risk money exchange businesses as well as online and unmanned exchange operators, and detected violations by 45 entities, such as failure to report large cash transactions (including violations of the Foreign Exchange Transactions Act). In 2025, money exchange businesses will be classified into high-risk and low-risk groups for money laundering based on factors such as exchange volume and risk level, and intensive inspections will be conducted on high-risk groups. In addition, it plans to enhance information sharing and joint crackdowns on illegal activities, such as laundering of criminal proceeds and illegal remittance (hawala), in cooperation with relevant authorities including the prosecution, National Intelligence Service, and financial institutions.
The Ministry of the Interior and Safety plans to conduct an enterprise-wide risk assessment of the Saemaeul Geumgo Federation and all affiliated units in 2025, while Korea Post plans to carry out thematic inspections focusing on the appropriateness of reasons for not reporting suspicious transactions and the adequacy of customer due diligence implementation.
The Ministry of SMEs and Startups, Jeju Special Self-Governing Province, and five mutual financial central associations also stated that they will continue to make efforts to enhance the effectiveness and quality of inspections by incorporating the “common inspection standards for AML system adequacy*” presented by the FIU into their checklists.
In concluding the meeting, Director Park Kwang stated that measures such as on-site inspections and inspection support by the FIU and the Financial Supervisory Service will be reviewed to prevent the “concentration of criminal funds” in AML-vulnerable sectors. He also emphasized that the FIU will continue to work together with delegated inspection authorities to advance AML systems.
