Following Google, Access to Apple Apps of Unreported Foreign Virtual Asset Service Providers is Also Blocked in Korea
◇ Apple Inc., at the request of the Korea Financial Intelligence Unit (FIU), has blocked domestic access to applications (14 apps) of unreported foreign virtual asset service providers listed on the Apple App Store starting from April 11 (Google Play has been blocked since March 25)
◇ The list of reported virtual asset service providers available through Apple and Google apps can be found on the FIU website (www.kofiu.go.kr)
Foreign virtual asset service providers intending to conduct business activities* in Korea must report in advance to the Korea Financial Intelligence Unit (FIU) pursuant to the Act on Reporting and Using Specified Financial Transaction Information (hereinafter, the “Specified Financial Information Act”) (Article 6(2) of the Act).
* Criteria for determining whether a foreign virtual asset service provider is conducting business activities in Korea:
① Whether a Korean-language website is provided
② Whether marketing activities such as events targeting Korean users are conducted
③ Whether KRW payment is supported
Unreported business activities are subject to criminal penalties*, and the FIU has identified unreported foreign virtual asset service providers conducting domestic business activities (16 companies in 2022, 6 companies in 2023) and has been promoting measures to block domestic access through websites and mobile applications.
* Punishable by imprisonment for up to five years or a fine of up to KRW 50 million (Article 17 of the Specified Financial Information Act)
Following Google (March 25, 17 apps), Apple Inc., at the request of the FIU, has blocked domestic access via Apple applications (14 apps) of unreported foreign virtual asset service providers, including KuCoin and MEXC, starting from April 11.
The FIU will continue to promote, in consultation with relevant authorities, the blocking of domestic access to mobile applications and websites of unreported foreign virtual asset service providers in order to prevent money laundering risks and protect users from harm*.
* When transacting with unreported service providers:
① Users may be exposed to risks such as personal data leakage and hacking, and since such providers are not subject to AML management and supervision, there is a risk of being exploited as channels for money laundering
② Unreported service providers are not subject to supervision by financial authorities and are not required to comply with user protection measures such as segregation of customer deposits, thereby increasing the risk of financial loss and virtual asset losses for users
The FIU provides information on reported virtual asset service providers* that have been lawfully registered under the Specified Financial Information Act on its website to enable users to easily verify whether the service providers they are dealing with are reported entities.
* As of April 11, 2025, a total of 28 virtual asset service providers have been reported, and the list of reported entities can be found on the FIU website (www.kofiu.go.kr)
Users are advised to verify whether the virtual asset service provider they are using is a reported entity through the above website, and if it is an unreported entity, to take appropriate measures such as withdrawing their virtual assets.

구글에 이어 애플 앱에 대해서도
국외 미신고 가상자산사업자의 국내 접속이 차단됩니다.
◇ 애플(Apple Inc.)은 금융정보분석원의 요청에 따라 4월 11일부터 애플 앱스토어에 등록된 미신고 외국 가상자산사업자의 앱(14개)에 대한 국내접속을 차단 하였음(구글 플레이는 3월 25일부터 차단)
* 해당 앱을 신규로 설치할 수 없고 기존 사용자는 업데이트 받을 수 없음
◇ 애플·구글 앱을 통해 이용 가능한 신고 사업자 현황은 금융정보분석원 홈페이지(www.kofiu.go.kr)에서 확인할 수 있음
국내 영업행위*를 하고자 하는 국외 가상자산사업자는 ｢특정 금융거래정보의 보고 및 이용 등에 관한 법률｣(이하 특정금융정보법)에 따라 금융정보분석원(이하 FIU)에 미리 신고(특정금융정보법§6②) 하여야 합니다.
* 외국 가상자산사업자의 국내영업행위 판단 기준
① 한국어 홈페이지 제공 여부, ② 한국인 고객 유치 이벤트 등 마케팅 여부,
③ 원화결제 지원 여부 등을 고려하여 판단
미신고 영업행위는 형사처벌* 사항으로 FIU는 신고 없이 국내 영업행위를 하는 국외 미신고 가상자산사업자를 특정(22년 16개사, 23년 6개사)하는 한편 인터넷사이트 및 휴대폰앱을 통한 국내 접속의 차단을 추진해 왔습니다.
* 5년이하의 징역 또는 5천만원 이하의 벌금에 처함(특정금융정보법 §17)
FIU의 요청에 따라 구글(3.25., 17개 앱)에 이어 애플(Apple lnc.)은 4월 11일부터 KuCoin, MEXC 등 국외 미신고 가상자산사업자의 애플 앱(14개)을 통한 국내 접속을 차단하였습니다.
FIU는 앞으로도 자금세탁위험 방지 및 이용자 피해* 예방을 위하여 국외 미신고 가상자산사업자의 모바일 어플리케이션(앱) 및 인터넷 사이트를 통한 국내 접속 차단을 관계기관과의 협의를 거쳐 지속 추진해 나갈 예정입니다.
* 미신고사업자와 거래시 ①개인정보 유출, 해킹 등 위험에 노출될 수 있으며, 자금세탁방지 관리‧감독을 받지 않아 자금세탁 경로로 악용될 우려가 있음, ②미신고사업자는 금융당국의 감독도 받지 않고 예치금 분리보관 등 이용자 보호제도도 적용받지 않으므로 이용자의 금전 및 가상자산의 피해 발생 위험이 큼
FIU는 이용자가 거래하는 가상자산사업자가 신고된 사업자인지 여부를 쉽게 확인할 수 있도록 특금법에 따라 적법하게 신고된 가상자산사업자 현황*을 FIU 홈페이지에 안내하고 있습니다.
* ’25.4.11. 현재 신고된 가상자산사업자는 총 28개이며 신고된 사업자 명단은 FIU 홈페이지(www.kofiu.go.kr)를 통해서 확인 가능
이용자는 위 사이트를 통해 자신이 거래하는 가상자산사업자가 신고된 사업자인지 여부를 확인하고, 미신고사업자인 경우 본인 소유의 가상자산 등을 인출하는 등의 조치해 주시기 바랍니다.
