Announcement of the 2025 AML Education Operational Direction -
Promotion of enhanced AML(Anti-Money Laundering) education to strengthen 대응 capabilities against emerging money laundering methods
On March 7, 2025 (Fri), the Korea Financial Intelligence Unit (FIU) announced the “2025 Education Operational Direction related to Anti-Money Laundering” following deliberation by the Education Advisory Committee*.

As methods of concealing criminal proceeds, such as those derived from gambling, drug offenses, and tax evasion, become increasingly sophisticated, it is important for executives and employees of financial institutions, etc. to continuously learn the latest AML techniques and suspicious transaction typologies through ongoing training in order to detect and block crime-related transactions at an early stage.
The Financial Action Task Force (FATF), an international anti-money laundering body, recommends that financial institutions incorporate “ongoing employee training” into their internal control policies, and Korea’s Act on Reporting and Using Specified Financial Transaction Information (the “Specified Financial Transaction Information Act”) also directly stipulates AML training obligations for executives and employees of financial institutions, etc. (§5)
Accordingly, the FIU has prepared and announced AML education operational directions each year in cooperation with relevant institutions, and the main contents of this year’s education operational direction are as follows:
First, to enhance the interest of senior management and the board of directors in AML education and to encourage the fulfillment of training obligations, thereby strengthening AML expertise and accountability.
Despite the continuous improvement in overall employee training performance, the rate of non-compliance with the recommended training hours (minimum 6 hours) for senior management and the board of directors remains high.
The FIU plans to encourage the fulfillment of training obligations, particularly in sectors with relatively low training performance compared to others, and, if necessary, to consider requiring the submission of training implementation plans from institutions with insufficient performance.
In addition, to prevent the formalistic operation of training obligations, such as merely meeting the recommended hours mechanically, the FIU will examine the detailed status of training operations by sector and collect suggested tasks, and reflect necessary improvements in the 2026 education operational direction and AML evaluation indicators*.
The AML management level evaluation system (system implementation assessment) conducted twice a year by the FIU for institutions subject to compliance obligations under the Specified Financial Transaction Information Act
Second, to provide various training opportunities and content that are helpful for AML practices.
In the first half of 2025, the FIU plans to promote “on-site workshops” involving the FIU, AML delegated inspection authorities, and AML practitioners in the industry (to be held sequentially for mutual financial sectors such as NongHyup and Saemaeul Geumgo, as well as casino operators). By providing guidance on recent money laundering typologies and sector-specific vulnerabilities and precautions, these workshops aim to offer practical training opportunities to enhance AML operational capabilities.
In addition, the FIU plans to establish training courses on domestic and international enforcement cases that allow participants to learn global AML standards and considerations for overseas expansion, and to support capacity building of AML officers by distributing a revised “Reference Typologies of Suspicious Transactions,” including the latest cases such as money laundering using new payment methods like virtual accounts and simplified remittance services.
Third, to promote the enhancement of expertise of AML officers by rationally adjusting the evaluation score system related to recognized professional certifications and training programs under the AML system implementation assessment.
New certifications and specialized training programs introduced in 2024, such as TPAC (Test of Proficiency in AML/CFT), will be reflected in the AML evaluation system, and evaluation scores will be comprehensively adjusted based on factors such as certification criteria, difficulty level, and pass rates.
In addition, the inclusion of validity periods for certifications in the evaluation criteria will be considered in the future.

신종 자금세탁수법 등에 대한 대응능력을 강화하기 위해 AML* 교육 내실화 추진

’25.3.7(금) 금융정보분석원(FIU)은 교육자문위원회* 심의를 거쳐「자금세탁방지 관련 2025년도 교육운영방향」을 발표하였다.
* 학계ㆍ연구원ㆍ법조계ㆍ교육전문가 등 다양한 분야 인력(9인)으로 구성ㆍ운영
도박・마약, 조세포탈 등 범죄수익을 은닉하는 수법이 나날이 교묘해지는 가운데, 범죄연루 거래를 조기에 탐지・차단하기 위해서는 금융회사등의 임직원이 지속적 교육을 통해 최신 자금세탁방지 기법 및 의심거래 유형 등에 대한 학습하는 것이 중요하다.
* 자금세탁방지기구인 FATF(Financial Action Task Force)는 금융회사등에게 “지속적 임직원 교육”을 내부통제 정책에 반영할 것을 권고하고 있으며, 우리나라 특정금융정보법(특금법) 또한 금융회사등의 임직원 자금세탁방지 교육의무를 직접 규정(§5)
이에 따라 금융정보분석원은 매년 관계기관과 협력하여 AML 교육운영방향을 마련, 발표해 왔으며, 금년도 교육운영방향의 주요내용은 다음과 같다.
첫째, 경영진·이사회의 AML 교육에 대한 관심도 제고 및 교육의무 이행을 독려하여 AML 전문성 및 책임성 강화를 유도한다.
전반적인 임직원 교육실적이 지속적으로 개선되고 있음에도 불구, 경영진과 이사회의 권고시간(최소 6시간) 미달성 비율이 여전히 높은 상황이다.
교육실적이 타 업권대비 저조한 곳을 중심으로 교육의무 이행을 독려하고, 필요시 실적이 미흡한 기관을 중심으로 교육 이행계획을 제출받는 방안을 검토할 예정이다.
또한, 교육의무가 권고시간의 기계적 달성 등 형식적으로 운영되는 것을 방지하기 위해 업권별 세부 교육운영 실태 및 건의과제를 조사하고, 필요사항에 대해서는 ’26년 교육운영방향 및 AML 평가지표*에 반영할 예정이다.
* FIU가 특금법 준수의무 기관에 대해 연 2회 실시하는 AML 관리수준 평가제도 (제도이행평가)
둘째, 자금세탁방지 실무에 도움이 되는 다양한 교육 기회 및 콘텐츠를 제공한다.
’25년 상반기중 FIU와 AML 검사수탁기관, 업계 AML 실무자 등이 함께하는 “찾아가는 현장 워크숍”을 추진할 예정이다(농협‧새마을금고 등 상호금융업권과 카지노사업자 등을 대상으로 순차 개최). 최근 이슈가 되는 자금세탁유형, 업권별 취약점·유의사항 등을 안내함으로써 실질적인 자금세탁방지 업무역량을 제고할 수 있는 교육기회를 제공한다.
또한, 자금세탁방지 관련 글로벌 스탠다드 및 해외진출시 유의사항을 학습할 수 있는 국내외 제재사례 교육과정 개설을 추진하며, 가상계좌, 간편송금과 같은 신종 지급결제수단을 이용한 자금세탁 등 최신사례를 포함한 ‘의심거래 참고유형’ 개정서를 배포하여 AML 담당자의 역량 강화를 지원한다.
셋째, 자금세탁방지 제도이행평가 인정 전문자격증, 교육과정 관련 평가점수체계를 합리적으로 조정함으로써 AML 담당자의 전문성 강화를 촉진한다.
TPAC(Test of Proficiency in AML/CFT) 등 ’24년 신규도입 자격증 및 전문교육과정을 AML 평가체계에 반영하는 한편, 취득기준, 난이도, 합격률 등을 종합적으로 검토하여 평가점수를 전반적으로 재조정한다. 아울러, 향후 자격별 유효기간 설정 여부를 평가기준에 포함할 예정이다.
